Delaware State Fire School Program Managers:
Michael Lowe
Member of Laurel Fire Department, Past Fire Chief
Joined the staff in June 1998. His primary responsibility is Public Fire Safety Classes;
other duties include: Law Enforcement Fire Survival classes as well as scheduling Fire
Department in-service training for the Sussex County Companies as he is responsible
for the Sussex Division. He represents the School in the Public Education Section of
the National Fire Protection Association. He is the Certification Administrator, working
to keep our national certification accreditation current. Mike also serves as the Fire
School Public Information Officer.
Vincent Miller
Member of Cranston Heights Fire Company, Past Captain
Joined the staff in August 2015. His responsibilities include: Fire Police Classes, Har-
assment Programs, the Traffic Incident Management class, Certification Testing, and
National Fire Academy Delaware Weekend. Vinnie is the American Heart Association
Training Center Coordinator. He is also the On-Line Class Coordinator and also main-
tains the Fire School’s social media and webpage.
Kimberly O’Malley
Member of Citizens’ Hose Fire Company and Auxiliary, Past Auxiliary President
Joined the staff in August 2012 and is serving as a Training Administrator in Public
Safety Education. Her responsibilities include scheduling school tours at each of the
three Divisions. Kim also coordinates injury prevention programs in child care facilities
and in classrooms in the schools.
Craig Stephens
Member of Lewes Fire Department, President, Past Fire Chief
Joined the staff in April 1997. His responsibilities include the Hazardous Materials
Technician training and Industrial Fire Brigade Programs, Aerial Apparatus, and Driver/
Operator. Craig also develops the Memorial Program for the Annual Delaware Volun-
teer Firefighter’s Association Conference.
John (Jackie) Wilson III
Member of Seaford Fire Company, Fire Chief
Joined the staff in January 2015 after retiring from the Wilmington Fire
Department. His responsibilities include the Rescue Programs, managing the classes of
Vehicle Rescue, Aircraft Rescue, Water Rescue, Rope Rescue, Firefighter Self Survival,
RIT Training and Rescue Technician Certification.
